A regular meeting of the Shellsburg City Council was called to order by Mayor Vogt at 6:00 pm in the Council Chambers. Roll call was answered by Hepker, Howard, Risdal, Reeves, and Lubbock.

Hepker motioned to approve the consent agenda, seconded by Risdal. All ayes.

The new garbage hauler was discussed. Hepker motioned for ABC Disposal to be the new garbage hauler for the City of Shellsburg, seconded by Risdal. A roll call vote was taken. All ayes.

Shellsburg business parking recommendations were discussed. Some improvements have been made, and others will be discussed further or completed when the weather improves.

Superintendent Robertson reported taking a couple of Kirkwood classes, the generator is in, and there was a main break on Main Street that has been repaired. He also filed for the permits so SACG can put their music garden in the park.

Stephenson reported that they will be putting the parts of the playground equipment back in the park and they are filling a few potholes that they can at this time.

The library reports were reviewed.

Public Forum:

The council approved SACG having the Easter Egg Hunt 3/28/2026 in the park.

Council Forum:

Hepker had a catalog of playground equipment with pricing if anyone wanted to look at it.

Hepker motioned to approve the second reading of Ordinance #484, Water rate updates, seconded by Risdal. A roll call vote was taken, all ayes.

Hepker motioned to approve the second reading of Ordinance #485, sewer rate updates, seconded by Risdal. A roll call vote was taken, all ayes.

The Big Day Ordinance was moved to the next meeting.

Howard motioned to approve purchasing a new mower not to exceed $3600.00. Hepker seconded the motion. A roll call vote was taken, all ayes.

Big Day was discussed. SACG will have inflatables there and the band has already been booked. The committee will meet and discuss further.

Hepker motioned to approve the updated cemetery lot and burial pricing, seconded by Howard. All ayes.

Hepker motioned to approve Resolution #03-09-2026A, Sidewalk Policy, seconded by Risdal. All ayes.

The City Laundry contract will be discussed at the next meeting.

Howard motioned to approve Resolution #03-09-2026B, Delinquent Account Write Offs, seconded by Hepker. All ayes.

Howard motioned to approve Resolution #03-09-2026C, release of utility deposits to proper funds, seconded by Hepker. All ayes.

Howard motioned to close the west side of Pearl Street and the Masonic Lodge parking lot from 7am-10am on April 11th , 2026, for the Fire Departments side by side event. Hepker seconded. All ayes.

New hire has lived in Shellsburg for 13 years. The council will discuss and confirm pay at the March 24th meeting.

Reeves motioned to take sewer down to minimum charge on resident bill with a line break. Hepker seconded the motion. All ayes.

Hepker motioned to approve the 1st reading on Ordinance #486, Fireworks amendment. Risdal seconded. A roll call vote was taken, all ayes.

Howard motioned to approve Resolution #03-09- 2026D, correction of UB penalties due to software error. Risdal seconded the motion. A roll call vote was taken, all ayes.

Reeves motioned to adjourn, seconded by Hepker. All ayes.
