GARRELS, DAMON SCOTT , 56, ATKINS. CHARGED WITH OWI FIRST OFFENSE, SPEED, AND PERSONS INELIGIBLE TO CARRY WEAPONS. ARRESTED IN THE 7100 BLOCK OF 33RD AVENUE, ATKINS.
