The Benton County Board of Supervisors met in regular session with Supervisors Seeman, Tippett and Volz present. Chairman Seeman called the meeting to order at 9:00 a.m. at the Benton County Service Center. Members of the public are invited to join in during open session or watch the livestream at https://www.youtube.com/bentoncountyiowa. Full Resolutions will be available in the Auditor’s office and at: www.bentoncountyia.gov
Tippett moved/ Volz seconded: To approve the agenda. Tippett, Seeman and Volz voting aye. Motion carried.
Volz moved/ Tippett seconded: To approve minutes from September 2, 2025. All members voting aye. Motion carried.
Tippett Moved/ Volz seconded: To approve EMS Claims 254901 through 254904, payroll checks numbered 143865 through 143872, ACH Deposits 62531- through 62694, claims 254905 through 255028, and payroll vendor checks 255029 through 255035. Tippett, Seeman and Volz voting aye. Motion carried.
Tippett Moved/ Volz seconded: To approve ARPA funds to pay partial payment to Racom for the yearly maintenance agreement in the amount of $236,294.36
Melinda Schoettmer, County Treasurer, provided update on Driver’s License and scheduling program with the new IDOT Operating System.
Seeman moved/Tippett seconded: To approve payment of Job posting for sanitation position for newspapers payment 50% from Board of Supervisors and 50% from Sanitation/ Land use. All members voting aye. Motion carried.
The time of 9:15 a.m. having arrived, and this being the time and date set for a land use hearing for Ryan and Jennifer Rozek in part of the NE ¼ of the SE ¼ Section 16-85-9. Ryan and Jennifer Rozek were not present. Matt Even presented the technical information with the Benton County Agricultural Land Use Preservation Ordinance. Rozek’s would like to change the use of approximately 1 acres to allow for accessory building, convert an existing detached garage into a dwelling. This site has a CSR of an average of 70. Parcel has not been used for agricultural activities since the 1980s. Accessory building (existing garage) dwelling will need a new septic system installed. Six notices sent out. Hearing no other further comments, the public hearing was closed.
Volz moved/ Tippett seconded: To approve the land use change for Ryan and Jennifer Rozek in part of the NE ¼ of the SE ¼ Section 16-85-9. Tippett, Seeman and Volz voting aye. Motion carried.
Tippett moved/Volz seconded: To enter closed session pursuant to Iowa Code Closed Session pursuant to section 21.5(1)(C.) To discuss strategy with counsel in matters that are presently in litigation or where litigation is imminent and its disclosure would be likely to prejudice or disadvantage the position of the governmental body in that litigation. Tippett, Seeman and Volz voting aye, Motion carried at 09:31am.
Volz Moved/Tippett seconded: To exit closed session at with No action taken. Tippett, Seeman and Volz voting aye. Motion carried.
Volz moved/Tippett seconded: To adjourn meeting at 10:05 a.m. Volz, Seeman and Tippett voting aye. Motion carried.
