Shellsburg Council Minutes (8-2-21)
8-02-2021 a regular meeting of the Shellsburg City Council was called to order by Mayor Speckner at 6:00pm in the Council Chambers. Roll call was answered by Vogt, Reeves, Chapman, and Thorkildson. Blattler was absent.

Reeves motioned to approve the consent agenda. Chapman second. All ayes.

Thorkildson motioned to close Main Street from Benton to Pearl 8-14-21 from 2:30-4:00pm and 8-28-21 from 2:00-4:00pm for a couple of motorcycle groups coming through, upon Vogt notifying homeowners and checking with the Legion regarding any events. Reeve's second. All ayes.

Superintendent Robertson reported they are working on painting the fire hydrants in town. Sent through email of acceptance to have the railroad crossing redone and completed in fiscal year 2022. Provided a spreadsheet of items to complete to keep moving forward on the Sells Street bridge. Thorkildson motioned to approve up to $ 5,000.00 for the wetland delineation study. Vogt second. All ayes.

Superintendent McNeal has been watering trees and doing maintenance on shop equipment. He will be spraying the cemetery and using stump killer in cemetery.

There was no police report.

The library reports were reviewed.

Public Forum - Dennis Shakespear and Russell Bos spoke their concerns on stumps left in the right of way not being flush and others being quite high off the ground. The City is not able at this time to grind all stumps left from the Derecho but will be open to future discussion if some funds are received by FEMA. At this time zero funds have been received by FEMA.

The June revenues were reviewed. Chapman motioned to approve the June claims, second by Reeve's. All ayes.

Thorkildson motioned to use ECICOG attorney for TIF/Urban Renewal review and oversee ECICOG. Chapman second. All ayes.

The fireman's appreciation dinner will not be held this year.

BuyIT to be discussed with Bryan Reynolds and send through computer order using State/Federal funding.

Vogt motioned to adjourn, second by Reeve's. All ayes.
