Now Accepting Applications November 1, 2025 - April 30, 2026. LIHEAP approved households are protected under the moratorium from November 1 to April 1 and cannot be disconnected. Household members who have a disconnect notice on or after November 1st and have completed a LIHEAP application, can notify their heating or electric vendor that they have applied. This will give them 30 days that they cannot be disconnected while we process their application.

3. Most Recent Electric Bill
4. Proof of Income for All Household Members
Important Information
- If you have a disconnect, apply for Energy Assistance and then call your utility provider for a one-time 30-day extension (so many times people get the 30-day extension and then apply at the last minute.)
- In Iowa, the annual utility moratorium is a winter program that prevents LIHEAP approved households from having their utilities from being disconnected from natural gas or electric service. It runs from November 1 through April 1 each year.
- Notification of approval for LIHEAP will come to you in the mail. This may be delayed this year.
- Please be patient with our staff, they’re working diligently to assist everyone as quickly and efficiently as they can.
