The Benton County Board of Supervisors met in regular session with Supervisors Seeman, Tippett and Volz present. Chairman Seeman called the meeting to order at 9:00 a.m. at the Benton County Service Center. Members of the public are invited to join in during open session or watch the livestream at https://www.youtube.com/bentoncountyiowa. Full Resolutions will be available in the Auditor's office and at: www.bentoncountyia.gov
Tippett moved/ Volz seconded: To approve the agenda. Tippett, Seeman and Volz voting aye. Motion carried.
Tippett moved/ Volz seconded: To approve minutes from August 5, 2025. All members voting aye. Motion carried.
Tippett moved/ Volz seconded: To approve 7/29/25 payroll checks numbered 143832 through 143843, ACH Deposits 62038- through 62202, handwritten claim 254576, EMS claims 254577 through 254583, vendor checks 254584 through 254589, claims 254590 through 254752. 8/12/2025 payroll checks numbered 143844 through 143854, ACH Deposits 62203 through 62365 and vendor checks 254753 through 254759. Tippett, Seeman and Volz voting aye. Motion carried.
Volz moved/ Tippett seconded: To approve ARPA Claim to Elwick Electric, Inc. in the amount of $3,621.80 for wiring and labor on the clock tower project. Tippett, Seeman and Volz voting aye. Motion carried.
Tippett moved/ Volz seconded: To set land use hearing date for Ryan and Jennifer Rozek in part of the NE ¼ of SE ¼ of Section 16-85-9, for Tuesday September 9, 2025 at 9:15 a.m. Tippett, Seeman and Volz voting aye. Motion carried.
Volz moved/ Tippett seconded: To approve Resolution #25-68, Hiring Alyce Lynch as a full-time Clerk in the Auditor's Office with an annual salary of $40,000 effective August 13, 2025. Tippett, Seeman and Volz voting aye. Motion carried.
Tippett moved/ Volz seconded: To approve Resolution #25-69, Committing fund balances in accordance with GASB 54 as of June 30, 2025. Tippett, Seeman and Volz voting aye. Motion carried.
The time of 9:15 a.m. having arrived, and this being the time and date set for a land use hearing for William Hines in part of the NW ¼ of the SW ¼ Section 25-85-10. William Hines was present. Matt Even presented the technical information with the Benton County Agricultural Land Use Preservation Ordinance. Hines would like to change the use of approximately one acres to allow for a single-family dwelling and shop. This site has a CSR of an average of 70. The existing driveway for this site that was approved and reviewed by secondary roads to be compliant with county policies. An existing sewer and water system will be utilized for this site for a 3 bedroom dwelling. There is a farmstead located west of this site. There are multiple single-family dwellings located across the road from this site (Ridge Road Heights). There are row crops located south and east of this site. A private sewage disposal system and private well will need to be installed. Six notices were sent out to adjacent property owners and legal notices were published. No comments heard regarding this request prior to today's hearing. This proposal should not have any negative impacts on surrounding farm operations. William Hines discusses dwelling removed and a change of land use for a house being put back on property. Why does he have to pay $500 to put up a house. The 3 year status has expired and he must reapply for non-production use. Hearing no other further comments, the public hearing was closed.

The Board held discussion for approving additional office space for the Abbe Center in the Benton County Service Center and how much that would increase their monthly rent and the taxes owed by the County. There will need to be a new lease drawn up for a future action item.
Tippett moved/ Volz seconded: To approve 80 hours of vacation carryover for Dean Vrba to be used by November 17, 2025. Tippett, Seeman and Volz voting aye. Motion carried.
