CITY COUNCIL MEETING
JULY 24, 2025
A regular meeting of the City Council of Vinton, Iowa was held on the 24th day of July 2025 in City Hall Council Chambers at 7:00pm. Mayor Maynard presided with the following council members present: Elwick, Hanson, Hessenius, Parmater & Stark-Mahood; Recker was absent.
Motion by Hanson, seconded by Stark-Mahood to approve the agenda as presented. Question: Ayes - all. Motion carried.
Motion by Hanson, seconded by Parmater to approve the consent agenda as presented. Question: Ayes - all. Motion carried. Items on the consent agenda are to receive & file Council meeting minutes of July 10, 2025, receive & file Library meeting minutes of June 28, 2025 and approval of City invoices.

New Business
Mayor Maynard opened the public hearing for the State Revolving Fund (SRF) application for a new water treatment facility. After no comments, Maynard closed the public hearing.
Motion by Stark-Mahood, seconded by Parmater to approve acceptance of the Drinking Water State Revolving Fund (DWSRF) BIL General Supplemental Grant. Question: Ayes - Elwick, Hanson, Hessenius, Parmater & Stark-Mahood. Motion carried. Accepting this award will reduce the principal amount by $600,000 for the water treatment plan SRF loan.
Motion by Hanson, seconded by Elwick to approve pay estimate #17 to Woodruff Construction for the WWTP improvements. Question: Ayes - Elwick, Hanson, Hessenius, Parmater & Stark-Mahood. Motion carried.
Motion by Hanson, seconded by Hessenius to approve change order #1 for the East 3rd Street sanitary sewer improvement project. Question: Ayes - None; Nay - Elwick, Hanson, Hessenius, Parmater & Stark-Mahood. Motion failed. The change order was to replace the street with asphalt rather than seal coating resulting in an additional $29,137 cost to the project.
Motion by Hanson, seconded by Parmater to approve the quote for a 30HP air compressor from B&K Compressors for the WWTP. Question: Ayes - Elwick, Hanson, Hessenius, Parmater & Stark-Mahood. Motion carried.
Reports
VPRD Director interviews are scheduled for August 6 & 7. City Administrator will be gone next week. The Water Department is still working on issues with one of the wells. Mayor Maynard voiced some concerns with Engineer Shawn Lueth from Fehr Graham regarding the work being done on East 3rd Street with the sanitary sewer project. Lueth will address with the contractor tomorrow morning.

The flower baskets on the light poles are looking beautiful. Party in the Park was fabulous despite the wet start to the weekend.
With no other business before the Council, motion by Hanson, seconded by Parmater to adjourn the meeting. Question: Ayes - all. Motion carried. Time: 7:25pm.
