Matthew David Milligan, 43 of Vinton was arrested in Independence on Wednesday, February 22. Milligan is facing multiple charges including kidnapping and assault stemming from a domestic situation at an Independence hotel.
The Independence Police Department responded to a domestic disturbance at the Comfort Inn and Suites, Swan Lake Boulevard in Independence.
According to reports a woman approached the front desk at the hotel and appeared to be injured and in distress. The staff said that a man, identified as Milligan, took the woman to one of the hotel rooms against her will.
Staff at the hotel notified police. When they arrived at the hotel, they could hear the woman in distress in the room. Officers entered the room, rescuing the woman and taking Milligan into custody.
The woman was taken to the hospital and her injuries treated.
Milligan was charged with the following:
- Kidnapping - 1st Degree
- Domestic Abuse Assault - Strangulation
- Violation of No Contact Order
- Disorderly Conduct
- Unlawful Use of License
