The Vinton Police Department has filed criminal charges against a Vinton woman regarding the ongoing abuse and neglect of a dependent adult. Rachel Kay Bonar, age 41, previously served as guardian for a dependent adult between September 2001 andOctober 2019.
An investigation was initiated in February 2019 after Vinton Police were contacted by the Iowa Department of Human Services. That investigation revealed that Bonar had neglected the dependent adult, in part by failing to ensure the dependent adult received necessary medications and medical appointmentsresulting in the emergency hospitalization of the dependent adult. Investigators also found evidence of the misappropriation of the dependent adult's money by Bonar who had control over the dependent adult's bank account.
Bonar was charged with the following offenses;
1) Neglect of a Dependent Person (Class C Felony), section 726.3 of the Code of Iowa
2) Nonsupport of a Dependent Adult (Class D Felony), section 726.8(2) of the Code of Iowa.
Bonar was already being held in the Benton County Jail on unrelated charges when these new charges were filed. She was booked on the new charges on February 21, 2020. She continues to be held in the Benton County Jail on a $15,000.00 bond from the new charges plus $1300.00 from prior charges.
An arrest or criminal charge is merely an accusation and the defendant(s) is presumed innocent until and unless proven guilty in a court of law.
