PUBLIC NOTICE is hereby given to the qualified electors of the County of Benton, State of Iowa, that the City/School Election will be held on Tuesday, the 4th day of November 2025. The polls for said election shall be open from 7:00 A.M. until 8:00 P.M.
For said election Benton County will be divided into fifteen precincts. The precincts and polling places are as follows:

VOTER ID REQUIREMENTS:
Pre-registered voters are required to provide an approved form of identification at the polling place before receiving and casting a regular ballot. Voters who are not pre-registered – such as voters registering to vote on election day – and voters changing precincts must also provide proof of residence. A voter who is unable to provide an approved form of identification (or prove residence if required) may 1) have the voter’s identity/residence attested to by another registered voter in the precinct, 2) prove identity and residence using Election Day Registration documents, or 3) cast a provisional ballot and provide proof of identity/residence at the county auditor’s office by November 10, 2025 12:00 p.m. (noon). Election Day Registrant attesters must provide an approved form of identification. 2021 ELECTION LAW CHANGES:
Voter Registration: Voter must register to vote 15 days (October 20, 2025) or more before the election to appear on the voter register on Election Day.
Absentee Voting:
1. The first day to submit an absentee ballot request form to the Auditors office is 70 days before Election Day.
2. The first day the Auditors office may mail absentee ballots to voters is 20 days (October 15, 2025) before an election.
3. The first day to vote absentee in person at the Auditor’s Office is 20 days (October 15, 2025).
4. Absentee ballot requests for voting by mail must be received by 15 days (October 20, 2025) before the election.
5. Absentee ballots must be received by the county auditor by 8:00 p.m. on Election Day.
Returning Absentee Ballots:
· The only people who may return a voted absentee ballot other than the voter are:
o Someone living in the voter’s household
o An immediate family member
o The two special precinct election officials who deliver a ballot to the resident of a health care facility, dementia-specific assisted living program or hospital
o Voters unable to return a ballot due to blindness or other disability may use a “delivery agent” to deliver their ballots.
ABSENTEE BALLOTS CANNOT BE PLACED IN THE DROP BOX OUTSIDE OF THE COURTHOUSE!!!
Any voter who is physically unable to enter a polling place has the right to vote in the voter’s vehicle. THE FOLLOWING PUBLIC MEASURES WILL APPEAR ON THEIR RESPECTIVE BALLOTS.
Public Measure BE: Shall the total number of Belle Plaine Community Library Board members be seven (7) members, with no more than three (3) being non-residents.
Public Measure BF: Five (5) members of the Schroeder Public Library board shall be bona fide citizens and residents of the city. Two (2) of the members may be residents of unincorporated Benton County. All board members shall be over the age of eighteen (18) years.
Public Measure BJ: Shall the Board of Directors of the Belle Plaine Community School District in the Counties of Iowa, Benton, Tama, and Poweshiek, State of Iowa, be authorized to contract indebtedness and issue General Obligation Bonds in an amount not to exceed $7,950,000 to construct, furnish, and equip additions to the elementary building, including a cafeteria, entrance, and storage areas, and to the secondary building, including a gymnasium with a walking track, weightroom, concession area, and related spaces, and parking and site improvements?
Public Measure CD: Shall the Board of Directors of the Independence Community School District in the Counties of Buchanan and Benton, State of Iowa, be authorized to contract indebtedness and issue General Obligation Bonds in the amount not to exceed $34,710,000 to provide funds to build, furnish, and equip additions to East and West Elementary Schools, including related demolition and reconstruction at West Elementary; and to remodel, repair, improve, and equip East and West Elementary Schools and improve the sites?
Public Measure CE: Shall the Board of Directors of the Independence Community School District in the Counties of Buchanan and Benton, State of Iowa, be authorized to levy annually a tax exceeding Two Dollars and Seventy Cents ($2.70) per Thousand Dollars ($1,000), but not exceeding Four Dollars and Five Cents ($4.05) per Thousand Dollars ($1,000) of the assessed value of the taxable property within said school corporation to pay the principal of and interest on bonded indebtedness of said school corporation, it being understood that the approval of this public measure shall not limit the source of payment of the bonds and interest, but shall only operate to restrict the amount of bonds which may be issued?
Public Measure BK: Shall the Board of Directors of the Union Community School District in the Counties of Black Hawk, Benton, Buchanan and Tama, State of Iowa, be authorized to contract indebtedness and issue General Obligation Bonds in an amount not to exceed $18,500,000 to provide funds for safety and security improvements at all school buildings; to improve mechanical and fire alarm systems at the Elementary buildings; to remodel, repair, improve, furnish and equip portions of the High School and Middle School buildings; to construct, furnish, and equip additions to the High School building and improve the site; and to construct, furnish, and equip a bus barn?
All voters are advised of the requirements of voter’s registration in order to be eligible to vote at said election. This notice is given pursuant to Section 49.53, Code of Iowa, 2024, as amended, and by order of Benton County Commissioner of Elections this 15th day of October 2025.
