Shellsburg City Council Minutes 3-18-25

3-18-2025 a regular meeting of the Shellsburg City Council was called to order by Mayor Travis at 6:00 pm in the Council Chambers.

Roll call was answered by Vogt, Harvey, and Travis. Hepker and Reeves were absent. Harvey motioned to approve the consent agenda seconded by Travis. A roll call vote was taken, all ayes.

Reeves and Hepker were absent.

Public Forum: Janine Riese read a letter to address the school board on their bonding decisions. The meeting should be available online.

Josh from VJ Engineering was present to answer questions.

Thorkildson brought up points to be reviewed and ordinance changes that might need to be made.

Also mentioned were concerns about dog owners not picking up after their dogs on walks and kids driving golf carts and quads without a licensed adult with them.

Vogt motioned to approve the contract with VJ Engineering, seconded by Harvey. A roll call vote was taken, all ayes.

The clerk is to get updated resolutions for the new fee structure and updated forms. Harvey motioned to approve the February Treasurer's report, seconded by Vogt. A roll call vote was taken, all ayes.

Travis motioned to approve the February revenues, seconded by Harvey. A roll call vote was taken, all ayes.

The February revenues were as follows:

General $11,450.69; Library $15,012.78; Cemetery $360.00; Big Day $2950.00; RUT $11,228.77; Employee Benefits $220.55; LOST $6361.77; TIF $220.52; Debt Service $4,146.56; Perpetual Care $90.00; Water $23,292.95; Sewer $40,663.40; Garbage $16,141.99.

Council Forum: Travis voiced concerns about the county not patrolling Shellsburg.

The city-wide garage sales are on May 23,24, and 25th.

Travis motioned to approve Resolution #03-18-2025, Verizon Land Lease Termination Agreement, seconded by Harvey. A roll call vote was taken, all ayes.

Travis motioned to approve the Codification Agreement, seconded by Harvey. A roll call vote was taken, all ayes.

Vogt motioned to set the hearing for the budget amendment for 4-07-2025 at the 6:30pm meeting. Travis seconded. A roll call vote was taken, all ayes.

Vogt motioned to pass Resolution #03-18-2025A, for the Street Lighting in the new development. Harvey seconded the motion. A roll call vote was taken, all ayes.

Johnson County has saved the date for City Wide Clean-up Day for June 7th, 2025.

The council would like to invite the Benton County Sheriff to a meeting to discuss details of the increase and new contract terms.

The audit report was reviewed and discussed.

The quote from Edmunds was reviewed and the council would like to see quotes from a couple more software companies.

Vogt motioned to adjourn, seconded by Travis. All ayes.
