The Benton County Board of Supervisors met in regular session with Supervisors Seeman, Bierschenk and Primmer were present. The meeting was called to order at 9:00 a.m. at the conference room at the Benton County Service Center. Members of the public were provided the zoom access capability to join in during open session and livestream at https://www.youtube.com/bentoncountyiowa. Unless otherwise noted, all actions were approved unanimously. Bierschenk moved/ Primmer seconded: To approve both sets of minutes from November 16, 2021. Motion carried.

Primmer moved/Bierschenk seconded: To approve payroll checks numbered 142087 through 142101, ACH Deposits 47418 through 47564, claims numbered 240755 through 240894, vendor checks 240895 through 240902. Motion carried.

Bierschenk moved/Primmer seconded: To approve and acknowledge the claims being paid that are using the American Rescue Plan Act (ARPA) funds, the deposit for Neapolitan Labs for the website upgrade, Amazon for some office shields in the Treasurer's office and RACOM for the 10% project cost deposit for the civil portion of the E911 radio upgrade. Motion carried.

Primmer moved/Bierschenk seconded: to approve contract for services with Northeast Iowa RC & D regarding administration for the ARPA funds, and will only be charged $75 an hour administrative costs on an as needed basis that can be paid through the ARPA fund.

Primmer moved/Bierschenk seconded: To approve Resolution #21-97, Classification change for Michele Stainbrook in Sheriff's office to be promoted to senior communications specialist at an hourly rate of $23.21 effective December 4, 2021. Motion carried.

Primmer moved/Bierschenk seconded: To approve Resolution #21-98, Classification and wage change for Tricia Lagrange in Sheriff's office to a senior communications specialist at the hourly rate of $23.21 effective December 4, 2021. Motion carried.

Jim Hemeseth and Marge Becker met with the board to discuss the funding help they had previously discussed for Florence Township to purchase a new truck. They are purchasing a truck in the amount of $403,797.66 and the county plans to gift 10 % out of Local Sales and Service Tax (LOSST). In previous discussions they planned to possibly borrow from the EMS revolving loan. There is a build time with the truck, so it allows for more time to go over further details. No action taken today, but the LOSST gift will be on the agenda next week.

Primmer moved/Bierschenk seconded: To Resolution #21-99, wage and classification change for Brad Allyn in the transportation department. Allyn obtained his Class C cdl with passenger endorsement for new hourly rate will be $15.40 an hour effective November 22, 2021. Motion carried.

Bierschenk moved/Primmer seconded: To approve the updated fares for Benton County Transportation corridor routes that will go into effect January 1, 2022. Motion carried.

Primmer moved/Bierschenk seconded: To approve Class C Liquor License for Bar Candy pending approval from the Sheriff's office for December 4, 2021 at Kacena Farms. Motion carried.

Bierschenk moved/Primmer seconded: To approve Resolution #21-100, Wage and Classification change for Gabe McGowan at secondary roads. McGowan will transfer to equipment operator II with base wage of $23.56 effective November 22, 2021. Motion carried.

. Bierschenk moved/Primmer seconded: To approve Resolution #21-101, Wage and Classification change for Grant Wittmer at secondary roads. Wittmer transferred to equipment operator II with base wage of $23.56 an hour effective November 22, 2021. Motion carried.

Primmer moved/Bierschenk seconded: To approve Resolution #21-102, Wage and classification change for Grant Vesely in secondary roads department who completed his probationary period. Vesely will have a new hour hourly rate of $22.79 effective November 24, 2021. Motion carried.

Primmer moved/Bierschenk seconded: To approve Resolution #21-103, Declaring Emergency Medical Services (EMS) to be an essential service in Benton County as authorized by Iowa Code Section 422D.1. Motion carried.

Primmer moved/Bierschenk seconded: To appoint Jennifer Zahradnik, as a supervisor representative on the Compensation Board. Motion carried.

Committee Reports were heard from Rick's Central Iowa Juvenile Detention meeting and Tracy's recent landfill budget meeting.

Primmer moved/Bierschenk seconded: To adjourn. Motion carried.
