3-16-21 a regular meeting of the Shellsburg City Council was called to order by Mayor Speckner at 6:00pm in Council Chambers and via conference call. Roll call was answered by Blattler, Thorkildson, Chapman, Reeve's, and Vogt. Vogt motioned to approve the consent agenda, second by Reeve's. All ayes. Mayor Speckner opened a Public Hearing on the proposed FY2022 Budget. Thorkildson mentioned a future budget amendment for economic development. No other questions or comments. Thorkildson motioned to close the Public Hearing. Reeve's second. All ayes. Vogt moved to approve Resolution #03-16-2021A, FY2022 Budget. Chapman second. All ayes. Mayor Speckner opened a Public Hearing on the proposed FY2021, budget amendment. There were not any questions. Reeve's motioned to close the Public Hearing on the budget amendment. Blattler second. All ayes. Thorkildson motioned to approve Resolution #03-16-2021B. Blattler second. All ayes. Mayor Pro tem Vogt introduced Stacy Diveley to present her insurance bid/IMI and Heith Hockenberry to present current coverages/bid through EMC. Mayor Speckner recused himself for council to discuss insurance options. Thorkildson motioned to accept the EMC insurance bid. Blattler second. All ayes. Public forum Ed Shaeffer announced that the citywide garage sales will be held June 4-6th. If anyone has questions or would like to sign up contact Ed Shaeffer. Deputy Rider gave the police report. He mentioned county concerns with response of Shellsburg 1st Responders. Council suggested to have Sheriff Tippett contact the Director of the 1st Responders for possible resolve. Blattler motioned to approve the January Treasurer's report. Reeve's second. All ayes. The January revenues were reviewed and are as follows: General $ 15,470.39; Library $ 6,651.56; RUT -$ 1499.46; Employee Benefits $ 134.59; Emergency Fund $ 32.62; LOST $ 25,737.41; TIF $ 123.48; Debt Service $ 381.58; Capital Projects $ 74.98; Water $ 10,079.69; Sewer $ 15,594.71; Garbage $ 7,187.44. The new website is up and running. Contact me to go to the City Clerk and Mayor. Vogt moved to get Jim Hidinger a gift card for his work in changing over the website. Reeve's second. All ayes. There was discussion what the council wants in the garbage RFP's. Thorkildson moved to approve Resolution #03-16-2021, Mowing Fees. Reeve's second. All ayes. SACG received a grant for tree replacement. Tree's Forever will be in Shellsburg 4-29-21 to help determine placement. The planting date is set for 5/08/21. SACG is trying to get a voucher program set up for residents to be able to receive a discount on trees. Mayor Speckner spoke with Alliant on getting lights added/changed to brighten up the alley behind Roy's/City Hall. Vogt motioned to get a light on Jones. Blattler second. All ayes. Complaint on lights at Wildcat lot being too bright and how they are directed. Resident and Mayor to speak with Wildcat to resolve. Property clean-up to start again in the upcoming months. Vogt motioned to adjourn. Reeve's second. All ayes.
