DECEMBER 8, 2020

A regular meeting of the Vinton Municipal Communication Board of Trustees was held on the 8th day of December, 2020 at 5:00pm at Vinton City Hall, 110 W 3rd Street, Vinton, Iowa. Chairman Hainstock presided and the roll being called the following board members were present and absent: Present: Barron, Hainstock, Horst, Meyer, Mosher. Absent: None.

Motion by Meyer, second by Barron to approve the agenda. Question: Yes - All. The Chairman declared the motion carried.

Motion by Horst, second by Mosher to approve the consent agenda. Question: Yes - All. The Chairman declared the motion carried. Items on the consent agenda are to receive and file VMCU Board meeting minutes of November 10, 2020, receive and file the November financial report and approve invoices.

Curtis Dean, Smart Source shared bulk agreements have been prepared for the Lutheran Home with two quotes being provided - one for all properties and one for the condos only. The bulk agreement with Virginia Gay Hospital is still pending due to the amount of wiring needed and associated cost. Matt Storm, Interim Manager Consultant, will take over that project. The Cobblestone has declined the bulk agreement for TV due to cost but will receive phone and internet from iVinton.

The Connect to Learn grant has been submitted with $10,500 requested. If awarded, this grant opportunity would provide internet access for students within the VS District that applied.

Dave Fridley, Farr Technologies, shared multiple contracts have been closed out.

Cory Carpenter, ImOn, shared there has been 46 business and 647 residential installations to date. Things are heading in the right direction with the goal of better and faster service for customers.

Matt Storm, Interim Manager Consultant, shared he is working to bring tasks back in house rather than outsourcing and paying an increased cost. Initial research has been done regarding an alternate billing software that could handle telecommunication, electric and water/sewer, etc. This is an ongoing project. Storm is also evaluating staffing levels at the iVinton office to account for current needs and anticipating what may be needed in the future.

Angie Wittmer, iVinton office manager, shared small business hookups have increased. Wittmer is also beginning to follow-up on past due accounts.

Motion by Horst, second by Meyer to advertise for and hire a fulltime iVinton Customer Service Specialist. Question: Yes - All. The Chairman declared the motion carried. This is to fill a vacancy due to transfer of staff.
