The Benton County Board of Supervisors met in regular session with Supervisors Primmer, Bierschenk and Seeman present. The meeting was called to order at 9:00 a.m at the Benton County Service Center's conference room. Members of the public were provided the zoom access capability to join in during open session and watch live at the county's YouTube channel. Unless otherwise noted, all actions were approved unanimously.

Bierschenk moved/Seeman seconded: To approve the minutes of Tuesday, November 17, 2020. Motion carried.

Bierschenk moved/Seeman seconded: To approve Class B Liquor license for Kimm's Sinclair. Motion carried.

Seeman moved/Bierschenk seconded: To approve the Treasurer's Deputy Appointments, Rose Sackett, Joy McGowan and Jodi Bonar. Motion carried.

Seeman moved/Bierschenk seconded: To set land use hearing for Billy and Dawn Phillips in a part of Parcel B in the NE NW and the NW NE 33-86-10. Motion carried.

Bierschenk moved/Seeman seconded: Approve claims numbered 237140 through 237271, payroll checks numbered 141629 through 141646, ACH deposits numbered 43684 through 43820, vendor checks 237272 through 237279. Motion carried.

Seeman moved/Bierschenk seconded: To acknowledge resignation of Tim Rathje, driver in the Transportation department effective November 2, 2020.

Marc Greenlee discussed office space in the courthouse to allow for another hire in his department. The Basement has a small room adjoining the land use office. The Auditor's office uses that room for election training and equipment storage. So there was talk of moving juvenile probation over to the Service Center, and that could free up that big area in the courthouse. There was also discussion on janitor office space, they are in a very small area. The Board agreed to move forward with pursuing these changes.

Seeman moved/Bierschenk seconded: To give the employees Christmas Eve day off as a paid holiday. Motion carried.

The Board would like to look at the county's holiday hours after the first of the year and try to coordinate with the state offices.

Adam Rodenberg came to discuss an opportunity for an NRCS Grant application, broad proposal for another nature conservancy watershed project. The county would be the fiscal agent for this five-year program. Rodenberg was seeking a letter of support from Benton County. Auditor Hayley Rippel asked about grant administration assistance or any sort of compensation since this is time consuming on her part. Rodenberg was going to find out more information.

Bierschenk moved/Seeman seconded: To authorize signature on letter of support for being in favor of applying for another NRCS Grant application pending the answers to mentioned questions. Motion carried.

Seeman moved/Bierschenk seconded: To approve utility permit for Black Hills Energy in Bruce Township. Motion carried.

Ben Bonar, Weed Commissioner and Myron Parizek, Engineer discussed current budget regarding the road side management and weed eradication. Things are currently all under secondary roads and Bonar has asked how things could get moved back into a separate service area. The Board asked the two department heads to sit down and come up with a logical plan and bring it back to the Supervisor and Auditor to look over.

The County Attorney tabled his agenda items until next week. But there was more talk on the temporary policy that had been drafted and if the Families First Coronavirus Response Act could be included in more detail regarding details for the employer paid leave.
