The Benton County Board of Supervisors met in regular session with Supervisors Primmer, Bierschenk and Seeman present. The meeting was called to order at 9:00 a.m. Members of the public were provided the zoom access capability to join in during open session and watch live at the county's YouTube channel. Unless otherwise noted, all actions were approved unanimously. Summarized Resolutions will be available in the Auditor's office and at: www.bentoncountyiowa.gov

Bierschenk moved/Seeman seconded: To approve the minutes of June 23, 2020. Motion carried.

Seeman moved/Bierschenk seconded: To set land use hearing date of Tuesday July 28, 2020 at 9:15 a.m. for David and Mary Paustian in part of the NE ¼ NE ¼ of 31-85-9. Motion carried.

Bierschenk moved/Seeaman seconded: To acknowledge the Independent audit report for FY19 from the State Auditor's office for the Central Iowa Juvenile Detention Center. Motion carried.

Mark Mossman, resident of Benton County came to discuss billboards. Mossman stated how the ag country side in Benton County is so attractive, yet billboards can be an eyesore. He understands they serve a purpose, but wondered about a balance. Supervisor Primmer observed how currently there are no restrictions in the county. It should be a part of a comprehensive plan. Mossman suggested forming a committee to look into creating an ordinance on signage and he'd be willing to serve and volunteer his time on it. No action was taken.

Seeman moved/Bierschenk seconded: To approve contract between Benton County Board of Supervisors and Benton/Iowa County Decategorization (DECAT) and Community Partnership for Protecting Children (CPPC) Governance Board and Braxton Scott effective July 13, 2020. Motion carried.

Seeman moved/Bierschenk seconded: To approve and sign contract #DCAT4-21-021, Decategorization Coordination (DECAT) and #DCAT4-21-024, Community Partnerships for Protecting Children (CPPC), both effective July 13, 2020 through June 30, 2021. Motion carried.

Bierschenk moved/Seeman seconded: To approve Resolution #20-44, Interfund Operating Transfers for FY 21. Motion carried.

Seeman moved/Bierschenk seconded: To approve Resolution #20-45, Transfer of funds for the FY 20 Budget. Motion carried.

Seeman moved/Bierschenk seconded: To approve Resolution #20-46, Certification of Deputies in the Auditor, Recorder, Treasurer and Sheriff and County Attorney Assistants Salaries for FY 21. Motion carried.

Bierschenk moved/Seeman seconded: To acknowledge the resignations of Scott Hepker and Jeffrey Ealy in the Transportation department. Motion carried.

Supervisor Seeman relayed information on the Shellsburg recycling trailer. Shellsburg council members do not want one in the city limits with concerns of it being a mess. The county has concerns about the contamination in the recycling trailers. Talk of "no dumping" signage led to giving them one more chance. This area will be on watch, either they shape up or its going to be shipped out.

Discussion was had in regards to the vacant office that has now become available at the Benton County Service Center with Horizons leaving. Sheriff Tippett reported that the Abbe Center has shown interest and he felt that was a good fit in that building with all the other services that are provided. Tippett and Supervisor Seeman also provided an update on the Rural Access Center which is also housed inside the Service Center. Tracy Seeman has provided the labor along with his son and has spent $1,749.51 in materials along with putting 34 hours of work into this project. Seeman does not want paid for his time, but has provided material invoices. Everyone agreed that Seeman's son should be compensated for time spent on the project. They plan to get the baseboard ordered and finished up and will provide some final bills so they can also be submitted to the Region for using the mental health fund balance for this.

Continued discussion was had in regards to the Covid-19 pandemic. The Board agreed to keep things as is until August 15th, having to make appointments only for visitors to come inside the courthouse and county buildings and also continue limiting this to Benton County residents only. Sheriff Tippett also brought up HF2502 and suggested a security committee meeting in the near future.
