                The Benton County Board of Supervisors met in regular session with Supervisors Primmer, Bierschenk and Seeman were present. The meeting was called to order at 9:00 a.m.   Members of the public were provided the zoom access capability to join in during open session and watch live at https://www.youtube.com/bentoncountyiowa.  Unless otherwise noted, all actions were approved unanimously.

                Seeman moved/Bierschenk seconded: To approve the minutes of April 21, 2020. Motion carried.

Seeman moved/Bierschenk seconded: To approve handwritten claims 234968 and 234969. Motion carried.

Bierschenk moved/Seeman seconded: To authorize the Auditor to apply in response to the CARES act for the Vote Safe Iowa Initiative grant funding.  Motion carried.

Seeman moved/Bierschenk seconded: To approve utility permit for Farmer's Mutual Telephone in Canton Township. Motion carried.

Seeman moved/Bierschenk seconded: To approve utility permit(s) for East Central Iowa REC in Benton and Polk Township. Motion carried.

Bierschenk moved/Seeman seconded: To approve Resolution #20-27, Farm to Market Board Application. Motion carried.

FARM TO MARKET REVIEW BOARD APPLICATION RESOLUTION

 

WHEREAS, a county may apply for modifications to its farm to market system to add or subtract mileage from its system, to accept or delete highways gained or lost through jurisdictional transfers, or to change the classification of roads within its system, and

 

WHEREAS, the Board of Supervisors of Benton County has consulted with its County Engineer and desires to modify its farm to market road system to provide continuity of intra-county and inter-county routes, to meet the needs of existing or potential traffic, to better meet land use needs, or to provide a more suitable location for a farm to market route, and

 

WHEREAS, application for modifications to any county's farm to market system must be made to the Farm to Market Review Board per the requirements of Code of Iowa Section 306.6,

 

NOW THEREFORE BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF BENTON COUNTY that this county is formally requesting that the Farm to Market Review Board approve the following modifications to its farm to market system:

 

Road segments proposed for addition to the farm to market system:    

 

                33rd Avenue Drive from 61st Street Lane north 1.044 miles in section 25, T-85N, R-9W.

 

33rd Avenue Drive from near the S¼ corner in section 24, T-85N, R-9W north 0.132 miles to 59th Street Trail.

 

59th Street Trail from 33rd Avenue Drive east 0.681 miles to Linn County line in section 24, T-85N, R-9W.

 

[Benton Linn Road from 71st Street to 72nd Street 1.00 mile in section 24, T-83N, R-9W.]

 

                Total Mileage added to the Farm to Market System:  1.857 miles

 

Road segments proposed for deletion from the farm to market system:

 

                Proposed road from near the N¼ corner in section 36, T-85N, R-9W east 0.5 miles to Linn County line.

 

Total Mileage deleted from the Farm to Market System:   0.50 miles

 

 

The Board of Supervisors of Benton County, in lawful session this 28th day of April, 2020 hereby adopts this farm to market modification resolution.

                The Board gave Engineer approval for part-time seasonal hire for Secondary Roads.

Seeman moved/Bierschenk seconded: To approve and authorize the chair to sign the Certification of Cost Allocation Plan for FY19 prepared by Cost Advisory Services, Inc. Motion carried.

Janssen Waterproofing brought in some photos of additional courthouse repairs he feels that needs done on the south entrance and elevation. Randy felt that new copper flashing would be beneficial and will present an official quote/bid for next week's meeting.

Bierschenk moved/Seeman seconded: Enter closed session at 9:58 a.m. pursuant to Iowa Code 21.5(1)i. Motion carried.

Seeman moved/Bierschenk seconded: To exit closed session at 11:07 a.m.

Seeman moved/Bierschenk seconded: To approve Resolution #20-28, Combining Weed Commissioner and Roadside Manager position into a single position called Ecologist. Motion carried.

RESOLUTION #20-28

 

WHEREAS:  Benton County is required by Iowa Code Chapter 317 to annually appoint a Weed Commissioner; and

 

WHEREAS   Benton County also participates in Roadside Management functions pursuant to Iowa Code Chapter 314, and

 

WHEREAS:  Benton County combines the job function of both Weed Commissioner and Roadside Manager into a single position called Ecologist, and

 

WHEREAS:  Benton County has approved necessary changes to the job description of Ecologist to improve the management and day to day operations of this department, and

 

WHEREAS Benton County currently has a vacancy in the position of Ecologist and has need of appointing and hiring an Ecologist to fulfill these functions; and

 

WHEREAS: The position of Ecologist has been duly posted in compliance with Iowa Code Chapter 35C and applications were received and reviewed by the Board of Supervisors.

 

THEREFORE BE IT RESOLVED BY The Benton County Board of Supervisors that Ben Bonar be hired and appointed to fill the Ecologist/Weed Commissioner position at a starting wage of $25.73 per hour starting May 4, 2020.  This is an Equipment Operator II classification with a Labor Grade IVA.
