The Benton County Board of Supervisors met in regular adjourned session with Supervisors Primmer, Seeman and Bierschenk present. The meeting was called to order at 9:00 a.m. Unless otherwise noted, all actions were approved unanimously.

Seeman moved/Primmer seconded: To approve the minutes of December 24, 2019. Motion carried.

Seeman moved/Bierschenk seconded: To appoint Rick Primmer as the chairman of the board of supervisors for 2020 and Gary Bierschenk as the vice-chairman. Motion carried.

Bierschenk moved/Seeman seconded: That the general schedule for regular meetings of the board of supervisors will remain the same and be each Tuesday throughout the year at 9:00 a.m. This schedule is general in nature and may be altered at any time throughout the year, including but not limited to the lack of agenda items, courthouse closings, meeting conflicts, or for any reason. Motion carried.

Bierschenk moved/Seeman seconded: To designate the official newspapers for Benton County for 2020 as The Star Press Union, The Cedar Valley Times, and The Vinton Eagle. Motion carried.

Dawn Driscoll, a candidate running for the State Senate 38th District position attended the Board Meeting as a guest and to introduce herself.

Seeman moved/Bierschenk seconded: To authorize the chair to sign statement concerning building codes for 2020. Motion carried.

Seeman moved/Bierschenk seconded: To re-appoint Dr. Maggie Mangold and Mindy Fisher to the Health Board. Motion carried.

Bierschenk moved/Seeman seconded: To appoint David Redlinger to the Benton County Board of Adjustment. Motion carried.

Bierschenk moved/Seeman seconded: To re-appoint John Frazier to the Integrated Roadside Vegetation Management Committee. Motion carried.

Seeman moved/Bierschenk seconded: To re-appoint Dan Hill to the Benton County Conservation Board. Motion carried.

Bierschenk moved/Seeman moved: To appoint Myron Parizek to be the 2020 County Engineer pursuant to Iowa Code 309.17. Motion Carried.

Seeman moved/Bierschenk seconded: To approve Resolution #20-4, hiring Joshua Svoboda as Equipment Operator at Secondary Roads effective January 10, 2020 at starting wage of $19.75. Motion carried.

Seeman moved/Bierschenk seconded: To re-appoint Ben Vierling as the Heartland Safety Coordinator and Myron Parizek as alternate. Motion carried.

Seeman moved/Bierschenk seconded: To appoint Rick Primmer as trustee and Hayley Rippel as alternate to the Heartland Insurance Risk Group. Motion carried.

Seeman moved/Primmer seconded: To authorize Gary Bierschenk to sign USDA Farm Service Agency documents on behalf of Benton County. Motion carried.

Gary Bierschenk brought up how his son Brian rents the landfill land, so the motion to authorize Gary to sign USDA documents was withdrawn due to conflict of interest.

Primmer moved/Seeman seconded: To authorize Tracy Seeman to sign USDA Farm Service Agency documents on behalf of Benton County. Motion carried.

Seeman moved/Bierschenk seconded: To adjourn. Motion carried.
