The Benton County Board of Supervisors met in regular adjourned session with Supervisors Primmer, Wiley and Bierschenk were present. The meeting was called to order at 9:00 a.m. Unless otherwise noted, all actions were approved unanimously.
Wiley moved/Bierschenk seconded: To approve the April 10, 2018 minutes. Motion carried.
Wiley moved/Bierschenk seconded: To approve General Assistance Quarterly Report. Motion carried.
Wiley moved/Bierschenk seconded: To approve Recorder's Quarterly Report ending March 31, 2018. Motion carried.
Bierschenk moved/Wiley seconded: To approve use of courthouse lawn for Vinton Car Cruise on Saturday July 14, 2018 between 8:00 a.m. and 10:00 p.m. Motion carried.
Bierschenk moved/Wiley seconded: To hire Kent Buckingham as part-time driver for Transportation at a starting rate of $13.68 an hour effective April 17, 2018. Motion carried.
Bierschenk moved/Wiley seconded: To approve and sign mail services agreement for Treasurer's Tax Statements for 2018/2019. Motion carried.
Wiley moved/Bierschenk seconded: To approve tax suspension on parcel #240-02660 pursuant to Iowa Code section 427.9. Motion carried.
Gary Hughes, Grant Writer and Administrator with ECICOG, presented requests for proposals for archaeological services associated with the county's wetland project and also explained the review process. The project comprises the development of watershed improvement practices within the Middle Cedar River Watershed. As part of environmental review, Phase I Archaeological Surveys will be needed where the possibility of unearthing artifact discovery will be pre-determined.
Wiley moved/Bierschenk seconded: Authorized requesting proposals for archaeological services to assist a project awarded funding from the Community Development Block Grant (CDBG) Program through the Iowa Economic Development Authority (IEDA) and publish notice in the paper. Motion carried.
Members of the 2018 Grand Jury met with the board for its annual visit. The County Attorney's office leads the tour of all the county facilities. A brief introduction was had along with discussion on the new security measures implemented. Supervisor Wiley explained how the supervisors manage the business of the county and how it is not just the Tuesday board meetings, there is a lot of time spent outside of the courthouse. Supervisor Primmer agreed that a lot of travel time is required to attend all the committee meetings and how eye opening it has been. Supervisor Bierschenk touched on the how government through a region works and the amount of control the local governments have. The Grand Jury will officially present their recommendations at a later time.
Bierschenk moved/Wiley seconded: To hire two seasonal/part-time drivers for Roadside Noxious Weed spraying at $15.45 an hour effective April 17, 2018. Motion carried.
Wiley moved/Bierschenk seconded: To Sign Title Plan Sheet for HMA Resurfacing on D65: Mt Auburn east and north to Buchanan Co Line (Project No. FM-CO06(113)--55-06). Motion carried.
Wiley moved/Bierschenk seconded: To Sign Purchase Agreement for permanent & temporary easement for bridge project. Motion carried.
The County Attorney explained a proposed resolution that needs to be published with a hearing notice so the public knows why the transaction is taking place, therefore the hearing date will need pushed back a week for publication reasons. This is a county effort to get more office space and move some offices out of the flood plain.
Bierschenk moved/Wiley seconded: To amend public hearing date for the purchase and exchanging of real estate from May 1, 2018 to May 8, 2018 at 9:30 a.m. with the support of the proposed resolution for the publication notice. Motion carried.
Wiley moved/Bierschenk seconded: To approve request for tenants in the old DHS building to install two new doors estimated cost of $512. Motion carried.
Bierschenk moved/Wiley seconded: To go into closed session pursuant to Iowa Code 21.5(1)c. Motion carried at 11:20 a.m. Motion carried.
Wiley moved/Bierschenk seconded: To enter back into open session at 12:41 p.m. Motion carried.
Wiley moved/Bierschenk seconded: To execute the plan that was discussed in closed session. Motion carried.
Bierschenk moved/Wiley seconded: To adjourn. Motion carried.
